Simon Maxwell

As of March 2026, this website is no longer being updated. I now work mainly on climate issues, especially in Brighton and Hove, and new work can be found on the website of Climate:Change, our independent think-tank on socially inclusive action in the City: www.climatechangebh.org.uk.

Meanwhile, however, this website has over 850 entries, mostly representing my work on international development from 2010-2025. Among much else, there are over 50 book reviews, more than 20 papers and training cases on bridging research and policy and on managing think-tanks, and many papers on other topics, including aid, food security and nutrition, and the future of international development. See ‘Topics and Themes’ for more details. I can be reached at sm@simonmaxwell.net.

Initial Specialist Comments for DFIDDepartment for International Development on J-A Arcand (2001) 'Undernourishment and Economic Growth: The Efficiency Cost of Hunger', ODIOverseas Development Institute (London) Report, March 2002

This document contains three initial draft commentaries on the paper by Jean-Louis Arcand. Two were prepared by leading international food security and development policy experts, Simon Maxwell (ODI) and Stephen Devereux (IDS). They focus more on the relevance and validity of the overall argument and policy implications, in the context of wider contemporary food security and development debates. However, where relevant, the authors make comments on the adequacy of the data and analysis.

The third commentary was prepared by an expert in quantitative econometric analysis, Dr. Barry Reilly, (Senior Lecturer in Economics at the University of Sussex), who analyses the validity of the econometric analysis and quantitative methods used.
